Julie has over two decades of experience in social services.  Problem-solving barriers for underserved populations has driven much of her professional career.  During this time, she has served in progressive capacities from case manager to administrative leadership.  Julie dedicated 25 years of services to those impacted by HIV/AIDS, much of this with a focus on housing services. 

Julie has served in multiple community housing leadership positions serving as member and in executive officer positions with the Toledo Area Alliance to End Homelessness, Chair of the Toledo Lucas County Homelessness Board (TLCHB) Quality & Performance Committee, and TLCHB board member. In her role as HMIS Administrator, Julie is dedicated to building solid data, analysis of trends and identifying opportunities to tell the story of our community’s needs and successes in the effort to eliminate homelessness.

Lisa Pengov is a seasoned professional with a heart for the City of Toledo and more than 20 years of experience working with the Continuum of Care in Homelessness. With extensive expertise in program development and management, budgeting, finances, grant management, and grant application writing, Lisa is deeply committed to serving the community and addressing the needs of the most vulnerable populations.

A collaborative leader, Lisa has forged cooperative relationships with funders, regulatory agencies, and stakeholders, leveraging partnerships to achieve organizational objectives and enhance community impact. As an educator, Lisa brings a passion for knowledge-sharing and capacity-building, empowering teams with the skills and tools necessary for success in their respective roles. With a commitment to excellence and a dedication to fostering innovation and growth, Lisa Pengov is poised to make significant contributions to any organization she joins, driving positive change and achieving impactful outcomes.

Tawanna Murphy is a seasoned Revenue Expert based in Toledo, OH, with over 20 years of experience in healthcare management and revenue cycle management. With a heart for the homeless and a passion for serving the city of Toledo, she brings a unique perspective to her work. Tawanna is dedicated to strategic planning and process improvement, motivating teams to achieve common goals. Her expertise in leadership, project management, and customer relationship building has consistently delivered high job performance and solid results throughout her career.

Alison Kuntz, a Toledo native, is deeply passionate about her community. After a decade-long career in cosmetology and education, Alison decided to make a meaningful change by transitioning into the non-profit sector. Currently pursuing further education in sociology, she is committed to using her skills and knowledge to create a lasting impact in Toledo. Alison is excited to be working in the non-profit world, where she continues to seek out ways to contribute positively to her community.

Finance Manager

Lucas Grams is an accomplished accounting professional with a strong foundation in financial management, grant administration, and organizational leadership. He previously serves as the Accounting Manager for the Toledo Area Regional Transit Authority, where he oversaw a budget exceeding $50 million, led grant writing and management initiatives, and played a key role in budgeting and procurement software implementation.

Lucas holds both a Master of Science in Accountancy and a Bachelor of Business Administration in Accounting and Management from the University of Toledo’s John B. and Lillian E. Neff College of Business and Innovation, graduating magna cum laude in both programs. Lucas has earned a CPA license and is known for his critical thinking, self-motivation, and strong work ethic.

With more than seven years of professional experience spanning public transit, manufacturing, precious metals trading, and higher education, Lucas has consistently demonstrated his expertise in financial operations, process improvement, and team collaboration. His past roles include positions at Advanta Industries, SD Bullion, and the University of Toledo, where he also served as an accounting tutor for undergraduate and MBA students.

HMIS Database Administrator

Arthur Bishop serves as the HMIS Administrator for the Toledo Lucas County Homelessness Board, where he combines his technical expertise with a deep commitment to serving vulnerable populations. With experience in patient access, intake assessments, and data management, Arthur ensures the organization's homeless management information systems operate efficiently to support data-driven decision making across the county.

Prior to joining the Homelessness Board, Arthur honed his skills at St. Vincent Mercy Medical Center as a Patient Access Representative and as an Intake Specialist at Creationship Kids Music Wellness. His background in healthcare information systems, financial counseling, and client intake processes provides a strong foundation for managing the complex data needs of homelessness services. Arthur holds a Bachelor of Business Administration from the University of Toledo and recently earned his QMHS certification.

Dedicated to making homelessness rare, brief, and non-recurring in Lucas County, Arthur leverages his technical skills and compassionate approach to improve data quality and reporting capabilities. His work helps the organization track client outcomes, measure program effectiveness, and allocate resources efficiently—ultimately supporting the Board's mission to end homelessness through collaborative, community-based solutions.

Daniel Jimenez is a passionate software engineer and proud native of Toledo, OH. With a solid background in database management and a strong proficiency in programming languages such as C#, SQL, Python, Java, XML, HTML/CSS, and Kotlin.

Daniel is committed to leveraging his skills to make a difference in his community and beyond. Daniel excels in designing and testing itineraries, analyzing operational data, and fostering strong client relationships. With a heart for the community and a dedication to continuous learning and development, Daniel is poised to contribute meaningfully to the tech industry and positively impact the city of Toledo.

Youth Coordinator


Kristin McKinley serves as the Youth Coordinator for the Toledo Lucas County Homelessness Board, where she leads initiatives focused on preventing and ending youth homelessness across the OH-501 Continuum of Care. With a strong background in street outreach and youth engagement, she collaborates with service providers, community partners, and young people to develop trauma-informed, youth-centered strategies that ensure access to safe, stable housing.

Prior to her current role, Kristin served as the Street Outreach Coordinator at the Zepf Center, where she created and managed outreach plans, developed a positive youth development framework, and helped launch a youth advisory board. Her career also includes over two decades in education, where she championed student leadership, equity, and critical thinking in both classroom and extracurricular settings.

Kristin holds a bachelor’s degree in psychology from The Ohio State University, with a concentration in child and animal psychology, and brings a unique blend of educational, nonprofit, and outreach experience to her role. Her passion for youth empowerment and system-level change continues to drive her work in creating a coordinated response to youth homelessness in Lucas County.

Program Support Specialist


James Cousino is a Program Support Specialist at the Toledo Lucas County Homelessness Board, where he supports efforts to end homelessness through data-driven planning, system coordination, and strategic community partnerships. With a background in public administration and grassroots organizing, James helps strengthen local responses to housing instability and supports programs that make homelessness rare, brief, and nonrecurring.

Before joining TLCHB, James held leadership roles in several political and community campaigns, including serving as Organizing Director for Ohio’s 9th Congressional District with the Democratic Congressional Campaign Committee. He has successfully managed campaign teams, developed outreach strategies, and built coalitions to advance equity-focused policies at the local and state level. His nonprofit experience also includes administrative leadership.

James holds a Master of Public Administration and a Bachelor of Arts in Political Science from Bowling Green State University. His academic and professional work has centered on housing policy, public service reform, and inclusive systems change. He brings strong skills in project management, policy research, and cross-sector collaboration to his role at TLCHB.

Mike’s work experience in construction, property management, and, more recently, housing case management all lend a solid base to join the Toledo Lucas County Homelessness Board as a Housing Navigator. The focus of the Housing Navigator is to locate and coordinate housing for individuals and families in our community that are unhoused, working with community partners to ensure clients have the necessary support to succeed. Mike enjoys outdoor activities, especially when surrounded by nature.
