Julie Embree
Executive Director | Toledo Lucas County Homeless Board(TLCHB)
Julie Embree became the Executive Director of the Toledo Lucas County Homelessness Board (TLCHB) in August of 202. She brings over 25 years of experience in social services leadership with a focus on homelessness, housing systems, and public health. In this role, she leads the strategic direction and daily operations of the agency, serving as both the Continuum of Care (CoC) Lead and HMIS Lead for the Toledo/Lucas County region. Julie works closely with community partners, funders, and policymakers to drive systemic improvements and advance data-informed decisions for community-centered solutions.
Throughout her career, Julie has demonstrated a strong commitment to cross-sector collaboration, grant and project management, and performance-driven service delivery. Prior to becoming Executive Director, she served as TLCHB’s System Operations Manager, where she oversaw the Coordinated Entry System (CES) and Homeless Management Information System (HMIS), strengthening infrastructure and improving outcomes across the homelessness response system.
Julie has held progressive leadership roles at Equitas Health and David’s House Compassion, managing multi-million-dollar housing programs, supervising regional teams, and leading quality improvement efforts. She holds a Bachelor of Science in Social Work from Eastern Michigan University and is a Licensed Social Worker in the State of Ohio.
Julie is a passionate advocate for housing as a human right and has become a trusted and collaborative leader dedicated to ensuring every person in Lucas County has a safe and stable place to call home.
