James Cousino

Program Support Specialist | Toledo Lucas County Homeless Board(TLCHB)

James Cousino is a Program Support Specialist at the Toledo Lucas County Homelessness Board, where he supports efforts to end homelessness through data-driven planning, system coordination, and strategic community partnerships. With a background in public administration and grassroots organizing, James helps strengthen local responses to housing instability and supports programs that make homelessness rare, brief, and nonrecurring.

Before joining TLCHB, James held leadership roles in several political and community campaigns, including serving as Organizing Director for Ohio’s 9th Congressional District with the Democratic Congressional Campaign Committee. He has successfully managed campaign teams, developed outreach strategies, and built coalitions to advance equity-focused policies at the local and state level. His nonprofit experience also includes administrative leadership.

James holds a Master of Public Administration and a Bachelor of Arts in Political Science from Bowling Green State University. His academic and professional work has centered on housing policy, public service reform, and inclusive systems change. He brings strong skills in project management, policy research, and cross-sector collaboration to his role at TLCHB.
