Arthur Bishop serves as the HMIS Administrator for the Toledo Lucas County Homelessness Board, where he combines his technical expertise with a deep commitment to serving vulnerable populations. With experience in patient access, intake assessments, and data management, Arthur ensures the organization's homeless management information systems operate efficiently to support data-driven decision making across the county.

Prior to joining the Homelessness Board, Arthur honed his skills at St. Vincent Mercy Medical Center as a Patient Access Representative and as an Intake Specialist at Creationship Kids Music Wellness. His background in healthcare information systems, financial counseling, and client intake processes provides a strong foundation for managing the complex data needs of homelessness services. Arthur holds a Bachelor of Business Administration from the University of Toledo and recently earned his QMHS certification.

Dedicated to making homelessness rare, brief, and non-recurring in Lucas County, Arthur leverages his technical skills and compassionate approach to improve data quality and reporting capabilities. His work helps the organization track client outcomes, measure program effectiveness, and allocate resources efficiently—ultimately supporting the Board's mission to end homelessness through collaborative, community-based solutions.
